What is 16 CFR 1632 Test

The US Consumer Product Safety Commission (CPSC) is seeking comment and information on the usefulness of the pass substitution procedure for the Open Flame Standard (16 CFR 1633). The information needed is the standard regarding the materials, components and assembly methods used to comply with the Mattress and Mattress Pads Flammability Standard (16 CFR 1632) and the Flammability of Mattress Sets (Open Flame) Standard (16 CFR).
As you know, 16 CFR 1632 defines a classification chart based on the results of the test and defines the scope and application of substitution for these classifications. There is no specific test procedure for marking substitution in the Open Flame Standard (16 CFR 1633). The information needed includes details of the materials, components, and assembly methods used to comply with both standards to determine the suitability of the place of substitution to be considered. 
In addition, CPSC personnel are interested in the technical characteristics of the components used and the availability of test materials specified for this procedure.

16 CFR 1632 Flammability Test for mattress and mattress pads, mattresses - Purpose

This standard specifies the requirements for testing the prototype designs of mattresses and mattress pads before they are sold commercially or for entry into the trade of any mattress or mattress pad that is subject to the standard. The standard recommends a test to determine the ignition resistance of a mattress or mattress ignition when exposed to a lighted cigarette.

16 CFR 1632 Flammability Test for mattresses and mattress pads, mattresses - Applicability

The prototype testing requirements stipulated by this standard are applicable to any "manufacturer" (as defined in § 1632.1 (i)) of commercially available standard mattresses or mattress pads. The requirements of this standard for prototype testing also apply to any other person or company that initially places mattresses or mattress pads on the market, including the importer; each such firm is considered to be a "manufacturer" for the purposes of this standard.

16 CFR 1632 Flammability Testing for mattresses and mattress pads, mattresses - Test method

This method measures the ignition resistance of a mattress or mattress pad by exposing the surface to burning cigarettes in a draft-proof environment. Surfaces to be tested include smooth, edging, and quilted or tufted places on the mattress or mattress surface, if any. A two-page test is also performed on similar surface positions. In the second test, lighted cigarettes are placed between the layers.

What is 16 CFR 1633 Test

When a bed catches fire, a few minutes later, after a flare occurs. This section 1633 lays out flammability requirements that all bedding must meet before entering into sales or trade. The aim of the standard is to reduce the deaths and injuries associated with bed fires by limiting the size of fire generated by a bed set during a thirty-minute test.

16 CFR 1633 Flammability Test on mattresses, mattress pads and mattresses / basic kits - Summary of the test method

  • The test method specified in 1633.7 measures the flammability of a bearing (fire test response characteristics) by exposing the sample to a specific source of burning ignition and allowing it to burn freely under well-ventilated, controlled environmental conditions. The source of ignition will be a double propane burner. These burners apply different flows for different times on the top and sides of the sample. During and after this exposure, measurements of the rate of heat release from the sample will be made by measuring the energy produced by the fire. The rate of heat release should be measured by an oxygen consumption calorimeter.

16 CFR 1633 Flammability test for mattresses, mattress pads and mattresses - technical requirements

The maximum heat release rate should not exceed 30 kilowatts ("kW") at any time in the 200 minute test;

The total heat release in the first 10 minute of the test should not exceed the 15 megajola ("MJ").
